  12. <p>   Proceeding from the provision, sealed in the agreement on
  13. the establishment of a Commonwealth of Independent States and
  14. in the Alm-Ata declaration, for keeping the common
  15. military-strategic space under a joint command and for keeping
  16. a single control over nuclear weapons, the high contracting
  17. parties agreed on the following:

  19. <p>   The command of the armed forces shall be entrusted to
  20. Marshal Yevgeny I. Shaposhnikov, pending a solution to the
  21. question of reforming the armed forces.
  22. </p>
  23. <p>   Proposals concerning this question shall be submitted by
  24. December 30, 1991, for the consideration of the heads of state.
  25. </p>
